The national consultation drew representatives from government institutions, the private sector, education, civil society, and the technical community, all tasked with helping shape a framework designed to strengthen the country’s cybersecurity posture, protect critical digital infrastructure, and improve risk management and compliance across sectors.

“We encourage all stakeholders to take the time to carefully review the document, analyze it in detail, and provide thoughtful input on each component.” the Director General of the National Communications Authority, Mustafa Yasin Sheikh said.

Opening the meeting, State Minister of Communications and Technology MP Ahmed Osman Dirie said cybersecurity has become increasingly vital as technology spreads through daily life. “The use of technology continues to expand and affects many aspects of life, including education and business. Without proper safeguards, these advancements can pose risks. Establishing a robust cybersecurity risk management and compliance framework is essential, and the National Communications Authority is mandated to lead this effort on behalf of the government.”

Participants focused on the need for coordinated action to confront rising cyber threats and support a more resilient digital environment in Somalia. Discussions centered on identifying risks, defining regulatory compliance measures, and clarifying the responsibilities of institutions involved.

Feedback gathered during the consultation will feed into the final version of the Cybersecurity Risk Management and Compliance Framework, which is expected to become an important tool for strengthening national cybersecurity governance.
