KAMPALA, Uganda — Uganda’s military chief, Gen. Muhoozi Kainerugaba, has set off another round of diplomatic unease, this time by calling for $1 billion in compensation for Uganda’s mission in Somalia while also saying he wants to marry the “most beautiful woman” in Turkey.
The commander of Uganda’s armed forces and son of President Yoweri Museveni made the remarks in a series of striking statements that once again highlighted his flair for provocation. Kainerugaba said marrying a Turkish national was a personal requirement, adding to a public profile that has repeatedly rattled officials at home and abroad.

His social media commentary has long been a source of controversy. Uganda’s Ministry of Foreign Affairs has previously criticized his posts, warning that they can complicate relations with neighboring states and other partners in the region.
Alongside the marriage demand, Kainerugaba pressed a financial claim, saying the international community owes Uganda $1 billion. He said the sum should reflect the cost of Uganda’s nearly two decades of military involvement in Somalia, where Ugandan troops have fought al-Shabab militants.
Uganda is the largest contributor of personnel to the African Union Transition Mission in Somalia (ATMIS). Kainerugaba argued that the requested money would help cover the toll on military equipment and acknowledge the sacrifices made by soldiers since the deployment began in 2007.
The Ugandan government has not commented publicly on his latest remarks. Even so, diplomats in the region are said to be watching closely, concerned that the comments could unsettle relations with Ankara and unsettle international donors who finance the peacekeeping effort in Mogadishu.
