A new agreement between the Democratic Republic of Congo’s government and the Rwanda-backed M23 rebel group establishes a system for monitoring ceasefire violations and sets deadlines for talks under a US-brokered peace framework reached in 2025.
Key disputes, however, remain unresolved, including the question of sanctions, the status of detainees and demands for political reforms. The latest round of negotiations brought together M23, the DR Congo government, Qatar, the United States, the Republic of Togo, the African Union Commission and host country Switzerland.

Previous ceasefire pledges have failed to halt fighting in eastern DR Congo, where the conflict has killed thousands of people and forced hundreds of thousands from their homes.
