Somalia Unveils $35 Million World Bank-Funded “Bulsho” Project
MOGADISHU, Somalia — Somalia’s Ministry of Interior, Federal Affairs, and Reconciliation has rolled out the “Bulsho” project, a wide-reaching program designed to improve public services in some of the country’s most isolated communities.

The World Bank-backed initiative carries a budget of more than $35 million and is aimed at expanding infrastructure and delivering essential services to marginalized populations through a joint effort by the federal government and member states.
Work on the project has advanced through a series of formal steps since it was first conceived in May 2023, when planning began. It was later approved that same year, and after an intergovernmental agreement was reached in May 2024, the financing agreement was signed in April 2025. Implementation has now started, with an initial $5 million already released to launch early local projects.
Officials said the “Bulsho” project will not be carried out in the newly established regional state based in Las Anod. According to the Ministry, the consultation and planning process had already been completed before that administration formally emerged. Even so, the ministry said it is working to make sure the region is included in future development plans.
The launch marks an important step in the government’s wider push to decentralize services and narrow the divide between urban centers and rural communities. With an emphasis on stabilization and basic needs, the “Bulsho” project is intended to deliver visible state support to people living in Somalia’s most remote areas.
