EUCAP Somalia’s Environmental Adviser took an active role in shaping a shift toward prevention at the Country Humanitarian Forum in Mogadishu.
The Somali Disaster Management Agency convened the gathering, which drew government officials, UN agencies, donors, NGOs and private-sector representatives to chart a course away from ad hoc aid and toward planned disaster risk management across the country.

Somalia’s Deputy Prime Minister, H.E. Salah Ahmed Jama, chaired the forum, which carried the theme “From Response to Prevention: Advancing Proactive DRM and Drought Resilience in Somali.” Conversations centered on putting the Revised National Disaster Management Policy 2026–2030 into practice — a framework that calls for a whole-of-government approach, anticipatory action and stronger cross-sector partnerships.
Presenters stressed that securing water supplies is fundamental to drought resilience, alongside priorities in agriculture and protecting livelihoods. Participants also highlighted the importance of aligning humanitarian, development and climate efforts and ensuring financing is both predictable and flexible to back sustained resilience investments.
The forum underscored a shared pledge by the Government of Somalia and its partners to move toward risk-informed, systems-based and investment-focused solutions, placing water-sector resilience at the heart of sustainable development and drought mitigation strategies.
EUCAP Somalia affirmed its continued commitment to assessing and reducing environmental impacts as it carries out its mandate, following international standards and adapting measures to the local operational context.
