UN appoints James Swan to lead MONUSCO in Democratic Republic of Congo
New York — U.N. Secretary-General António Guterres on Thursday appointed U.S. diplomat James Swan as his new Special Representative for the United Nations Stabilization Mission in the Democratic Republic of the Congo, known as MONUSCO, placing an experienced Africa hand at the helm of one of the U.N.’s most challenging peace operations.
Swan succeeds Bintou Keita of Guinea, whom Guterres thanked for her leadership and service during a difficult period for the mission.

The appointment lands at a pivotal moment for MONUSCO, which operates in eastern Congo amid persistent armed conflict and political tensions. The mission is navigating acute security pressures and an evolving transition process with the Congolese government, elevating the stakes for continuity, diplomacy and coordination with national authorities and regional partners.
An experienced diplomat with decades of service in Africa, Swan most recently served as the Secretary-General’s Special Representative for Somalia and Head of the United Nations Transitional Assistance Mission in Somalia (UNTMIS), a post he formally assumed in March 2025 after earlier serving in an acting capacity. He previously led the United Nations Mission in Somalia (UNSOM) from 2019 to 2022.
Swan’s background includes extensive bilateral and multilateral assignments tied closely to the Democratic Republic of the Congo and the wider Horn of Africa and Great Lakes regions:
- U.S. Ambassador to the Democratic Republic of the Congo (2013–2016), following earlier DRC roles as Deputy Chief of Mission (2001–2004) and Desk Officer (1996–1998).
- U.S. Special Representative for Somalia (2011–2013), overseeing Washington’s diplomatic engagement during a period of political transition.
- U.S. Ambassador to Djibouti (2008–2011).
- Deputy Assistant Secretary of State for African Affairs (2006–2008).
- Director of African Analysis in the U.S. State Department’s Bureau of Intelligence and Research (2005–2006).
- Earlier overseas assignments in the Republic of Congo, Somalia, Cameroon, Nicaragua and Haiti.
Swan holds a Bachelor of Science from Georgetown University’s School of Foreign Service, a Master of Arts from Johns Hopkins University’s School of Advanced International Studies and a Master of Arts in Security Studies from the National War College. In addition to English, he is fluent in French.
As Special Representative in the Democratic Republic of the Congo, Swan is expected to steer MONUSCO’s political outreach and security coordination in support of civilian protection and stabilization efforts in the east, while managing a sensitive transition with Kinshasa. His mixture of U.N. mission leadership in Somalia and long-running U.S. government experience in the DRC gives him deep familiarity with the terrain, institutions and regional dynamics that will shape MONUSCO’s next phase.
The United Nations did not immediately provide further details on timelines or staffing changes associated with the leadership handover.
