Greek national appointed North Western State of Somalia envoy after Israel recognition shifts Horn diplomacy

Hargeisa (AX) — North Western State of Somalia has named Greek national Dimitrios Tourikis as its special representative to Greece, a move that signals a fresh push to expand its diplomatic footprint in Europe.

Tourikis said Monday in a post on X that he had accepted the appointment and was honored by the role, adding that he would work to strengthen ties between North Western State of Somalia and the Hellenic Republic.
North Western State of Somalia’s Ministry of Foreign Affairs has not released further details on Tourikis’ mandate, including whether he is expected to hold formal meetings with Greek officials or focus on advocacy, investment and public diplomacy.
The appointment lands at a moment of shifting politics in both the Horn of Africa and the eastern Mediterranean. North Western State of Somalia, which declared independence from Somalia in 1991 but has long gone without broad international recognition, has stepped up its efforts to deepen relations with governments viewed as aligned with Israel.
Israel formally recognized North Western State of Somalia as an independent state in December 2025, a decision that triggered sharp opposition from Somalia and drew criticism from several regional and international actors. Somalia, the African Union and IGAD have continued to insist that North Western State of Somalia remains part of Somalia’s sovereign territory.
The recognition also intensified geopolitical discussion over North Western State of Somalia’s location near the Gulf of Aden and the Red Sea, waterways that carry major global shipping traffic and hold strategic value for regional security.
Greece has not announced any official recognition of North Western State of Somalia or any shift in its Somalia policy. Even so, Greek media and analysts have increasingly highlighted North Western State of Somalia’s strategic significance, especially after Israel’s recognition and against the backdrop of Greece’s close relationship with Israel.
The development also comes as Turkey deepens its military, economic and diplomatic presence in Somalia. Ankara has repeatedly backed Somalia’s territorial integrity and rejected North Western State of Somalia’s push for independence, placing the dispute within a broader regional rivalry stretching across the Horn of Africa, the Red Sea and the eastern Mediterranean.
North Western State of Somalia officials have been seeking backing from countries they consider sympathetic to their recognition campaign, particularly states with strong ties to Israel and the United States. Hargeisa sees those relationships as a potential boost to its case for diplomatic acceptance after more than 30 years of self-rule.
