The spokesman for the UN chief did not hide it: the organization is frustrated that it has not yet managed to enter Tigray to provide the necessary humanitarian aid, one and a half months after the outbreak of Ethiopian military operation in the area. But even though two agreements were made with the government on humanitarian access to the region, in concrete terms, on the ground, they were not respected.

In addition, the Security Council is divided on how to deal with Addis Ababa, which complicates the situation. Thus, China and the three African members of the Council did not want to publish the press release requested by Germany, Estonia and the Dominican Republic to send a strong signal to the Ethiopian authorities. Some members are also concerned about the obstacles encountered by refugees who want to flee to Sudan and which are completely contrary to international humanitarian law.
