Revolutionizing Maritime Security: Mogadishu Adopts Comprehensive Approach

The most recent in a series of maritime security workshops organized by IMO was held under the EU-funded Regional Programme for Maritime Security in the Red Sea Area (Red Sea Project). During the seminar, participants learned about the importance of collaboration among various government departments and agencies using IMO’s model for a whole-of-government approach to maritime security. They discussed different scenarios, roles, responsibilities, processes, and procedures with the aim of enhancing cooperation for routine operations or emergency situations.

The attendees also explored ways in which their respective agencies could contribute to the establishment of Somalia’s National Maritime Security Committee (NMSC) and the development of the National Maritime Security Strategy (NMSS). It was emphasized that effective application of maritime security measures requires the active involvement of all stakeholders and robust multi-agency collaboration.

The State Minister of Ports and Marine Transport of Somalia, H.E. Mohamed Abdullkadir Mohamed, and Mr. Abdimalik Abdullahi, Advisor at the Office of National Security, inaugurated the event. The sessions were enriched by the participation of the United Nations Assistance Mission in Somalia (UNSOM) and the European Union Capacity Building Mission in Somalia (EUCAP), both of which have extensive experience in enhancing safety and security of navigation in the region through collaborative efforts with other EU-funded programs like CRIMARIO II and EUNAVFOR ATALANTA.

Funded by the European Union, the Red Sea Project is a collaborative effort between IMO, the United Nations Office on Drugs and Crime (UNODC), INTERPOL, and the Intergovernmental Authority on Development (IGAD). The program aims to support countries in the Southern Red Sea and Gulf of Aden in enhancing maritime security and safety in the Red Sea Area in alignment with the 2050 Africa’s Integrated Maritime Strategy.
