The gap is widening between the military and Sudanese civilians responsible for leading the political transition. General Abdel Fattah al-Burhan unilaterally decided on the powers of the Transitional Partnership Council, a body recently created following the peace agreements with the rebels.

The decree has not even been published in the official newspaper or published. The text signed by General Abdel Fattah al-Burhan simply leaked to the press on Thursday.

This Transitional Partner Council (CPT) would initially be limited to an advisory function. But the head of the Sovereign Council decided otherwise. It could disrupt the actions of the government and the constitution of the future legislator.

A controversial soldier at the head of the CPT

It is a military coup, condemning the political parties and associations that had been at the forefront of the anti-Bashir protest. What is also going very badly is the appointment of Hemeti’s brother, the current number 2 in the Sovereign Council. The two brothers are the heads of Rapid Support Forces. A paramilitary force accused of having massacred protesters during the revolution.

For all these reasons, the civilian government considers that this decree is contrary to the constitutional declaration adopted in August 2019. Prime Minister Abdallah Hamdok himself considered that General al-Burhan exceeded his powers by giving powers too broad for this new transition board.

The Sudanese government had promised the rebels to take part in the political game in Khartoum after signing of peace agreements. It was this that led to the creation of this new political body more inclusive towards the signatories of the Juba agreements.
