AU military chief of staff leaves Somalia when Al-Shabaab ups attack

MOGADISHU, Somalia – Prior to the expected exit after completion and full implementation of the Somali transition plan [STP], top officers working on the African Union mission in Somalia continue to leave and pave the way for the new leadership as the country pushes for stability.

On Monday, the team held a colorful ceremony for Brig. Gen Domitten Kabisa, the outgoing Chief of Staff of the military, has been in the country for some time on a peacekeeping mission. The Chief of Staff is the third commander under AMISOM’s military protocols.

He coordinates activities in addition to ensuring that the Force Commander’s and Vice Force Commander’s program is kept in line with military protocols. The office is the key to the functioning of any military component worldwide.

Farewell in his honor, the Deputy Special Representative of the President of the Commission of the African Union [DSRCC] for Somalia, Simon Mulongo, described Brig. General Kabisa, who has completed his duty as an “effective and efficient” officer.

At no time did you ever fail to represent the military component very effectively and sometimes represent the mission as a whole. So the praise I have about you and for you is that you are an effective and general, ”said DSRCC.

In appreciation, Mulongo presented Brig. Gen. Kabisa with the plaque of an African Union, a Certificate of Excellence and other gifts. Force Commander Lieutenant Diomede Ndegeya also paid tribute to the officer for the work he has done in Somalia.

“As Chief of Staff, you have also worked so well to the satisfaction of the mission management. We recommend that wherever you go, you are able to perform any task that matches your experience and appointment because we are witnessing your professional performance, ”Mulongo added.

Force Commander, Lieutenant General Ndegeya, described Brig. Gen. as a professional and diligent officer whose vast experience of peacekeeping operations had greatly benefited the mission.

“Your previous solid experience as an East African Standby Force Commander inspired you to bring new ideas and propose customized initiatives to AMISOM Force Headquarters,” said Lieutenant General Ndegeya, who also praised the outgoing Chief of Staff for his honesty and flexibility.

Lieutenant General Ndegeya noted that as the Force Headquarters Focus Person for the Covid-19 Task Force, Brig. General Kabisa played a critical role in curbing the proliferation of Covid-19 among AMISOM troops by ensuring strict adherence to the protocols and also served skillfully as a stand-in Force Commander.

“During the temporary absence of the Force Commander, you correctly assumed the command and control of AMISOM military personnel by making appropriate strategic decisions. Your experience and attitude in peacekeeping missions can serve as a benchmark and resource for young officers, ”said Lieutenant General Ndegeya.

The outgoing Chief of Staff paid tribute to the top management of AMISOM for the guidance and advice he received during his duty so that he could carry out his duties.

“I am satisfied, I am very honored by your compliments, thank you very much for everything you have done for me and especially the advice. It was extremely beneficial for me, ”Brig. Said General Kabisa.
