Two months ago, journalists from The Malina network is launching an investigation on cases of sexual corruption in the academic world and especially in the Faculty of Medicine in Antananarivo. Very quickly, the students’ testimonies increased and condemned the completely reprehensible actions of professors and senior officials regarding young students.

“Current” methods

“We met with representatives of trade unions and hospital doctors and we have confirmed that these are common methods, almost institutionalized within this large faculty,” explains Mialisoa Randriamampianina, editor-in-chief of the network.

According to the journalist, there are two major emergencies to curb this phenomenon: “The first would be to convince the victims to speak. They do not yet have the courage to break the silence so that the perpetrators are still protected by this silence, unmarried, almost generalized by the victims and their relatives. The second thing is to create structures to support them in their attitude to condemn and be protected, because most of the people interviewed really have this fear of seeing their lives ruined, their careers ruined, their family in an insecure situation, just because they decide to speak ”.

“I-toroka”

Faced with the lack of dedicated structures at the moment, Faly Ralai – Manampisoa, Director of Education and Prevention at Bianco, the independent anti-corruption office, encourages victims to use the platform’s services. “I-toroka” (“dare to condemn”, in Malagasy). “An anonymous, secure whistleblower system established in 2019. Like all corruption complaints, we will use it wisely and send the file to a competent court,” he explains.

Today, there is no specialized jurisdiction to handle this type of case. These cases should therefore be tried in the criminal courts. Under the Malagasy Penal Code, the perpetrator of sexual corruption faces up to 5 years in prison and a fine of up to 10 million ariar.
