Mogadishu (Horn Observer + Lamaane.net) – Djibouti’s National Police Commissioner, Col. Abdirahman Ali, toured several major Somali Police Force facilities in Mogadishu on Wednesday, July 15, leading an official delegation focused on deepening bilateral police cooperation, sharing operational expertise, and building stronger institutional links between Somalia and Djibouti.

The delegation visited the Somali Police Force’s Godir Special Police Unit, the Criminal Investigation Department (CID), the Counter-Terrorism Command, and the Haram’ad Special Police Command. Senior Somali officers provided briefings on each unit’s structure, operational capacity, specialized training programs, and current security missions.

Delegation members also watched demonstrations of tactical readiness, criminal investigation methods, intelligence coordination, and counterterrorism response. Talks during the visit covered professional development, operational planning, and potential areas of future technical cooperation between the two national police institutions.

A senior Somali Police Force official said the tour underscored the expanding security partnership between the neighboring countries and their shared resolve to confront regional threats through closer institutional collaboration.

“The exchange of operational experience and professional expertise contributes directly to improving policing standards and strengthening our collective response to transnational security threats,” the official said during the visit.

A member of the Djiboutian delegation said stronger ties between the two forces could advance long-term regional stability by promoting regular exchanges of training, intelligence, and policing best practices.

“The security challenges facing the Horn of Africa require sustained cooperation between neighboring institutions. Professional partnerships such as this help build stronger operational capacity for both services,” the delegation member said.

Lamaane News Network observed officers from specialized units carrying out routine operational duties as the delegation toured the facilities. Security personnel displayed equipment, command systems, and coordinated response procedures. The visit maintained a formal tone, with senior commanders from both countries conducting technical discussions inside the command centers following the field inspections.

Somalia and Djibouti have a longstanding security relationship supported by bilateral agreements and wider regional frameworks aimed at countering terrorism, organized crime, and cross-border threats. Djibouti is among Somalia’s closest regional security partners and has contributed personnel to stabilization efforts in the region for several years.

Security analysts say recurring exchanges between police institutions can sharpen investigative skills, strengthen operational coordination, and improve cross-border sharing of intelligence and law enforcement knowledge. Continued professional engagement, they add, also enables more effective joint planning and wider adoption of proven policing practices.

Such cooperation has taken on added importance as governments across the Horn of Africa broaden regional initiatives against terrorism, human trafficking, illicit arms trafficking, and other forms of transnational organized crime. Officials say closer coordination among neighboring security institutions bolsters regional stability and strengthens their capacity to meet evolving cross-border threats.
