Somalia Hires U.S. Lobbying Firm to Strengthen Washington Ties, Documents Show

MOGADISHU, July 4 — Somalia’s presidency has signed a one-year contract with a U.S. lobbying firm in a bid to deepen ties with Washington and advance President Hassan Sheikh Mohamud’s agenda in the United States, according to filings submitted to the U.S. government.

The disclosure, filed under the U.S. Foreign Agents Registration Act (FARA), says Arsenal Government and Public Affairs Group (AGPAG) was hired by Villa Somalia on Sept. 10, 2025.

Under the agreement, AGPAG is tasked with helping arrange meetings between Somali officials and members of the U.S. administration or officials connected to the State Department, while also pursuing media placements to promote Mohamud’s policies and present a more favorable image of Somalia in the United States.

The documents say the firm’s work also involved shaping media outreach to underscore Somalia’s priorities during the administration of U.S. President Donald Trump.

The filing further identifies political consultant Roger Stone Jr. as an adviser involved in outreach efforts on behalf of the Somali government in the United States.

According to the contract, AGPAG will be paid a monthly retainer of $44,000 for 12 months, with payment made in advance on a quarterly basis. Separate reimbursement is предусмотрено for reasonable work-related expenses.

The filings also say the firm helped secure a television interview for Mohamud that aired on Newsmax on Oct. 15, 2025, and centered on security cooperation between Somalia and the United States.

The Somali government did not immediately respond to the filing. Lobbying by foreign governments in Washington is permitted, but it must be publicly disclosed under FARA.
