Somalia suspends port, defense and security deals with UAE

MOGADISHU, Somalia — Somalia’s Cabinet on Monday suspended all port, defense and security agreements with the United Arab Emirates, citing actions it said undermine the country’s sovereignty, unity and constitutional order.

The decision was approved Jan. 12, 2026, during a meeting of the Council of Ministers of the Federal Republic of Somalia. In an official statement, the government said the suspension covers agreements related to the administration and management of ports and airports within Somali territory, including those linked to the ports of Berbera, Bosaso and Kismayo.

The Cabinet said the move also applies to all bilateral agreements with the UAE concerning defense and security cooperation.

Officials said the measure followed assessments indicating actions that undermine Somalia’s sovereignty, national unity and political independence. Acting within its constitutional mandate, the Cabinet reaffirmed its responsibility to safeguard the country’s unity, sovereignty and constitutional order.

The government added that it remains committed to principles of state sovereignty and equality among nations, and to adherence to the Somali constitution. It also underscored that the decision aligns with Somalia’s obligations within the United Nations, African Union, Intergovernmental Authority on Development and the Arab League.

The Council of Ministers emphasized the importance of national unity in defending core national interests and said the suspension reflects that priority.

Scope of the suspension

  • Administration and management agreements covering ports and airports within Somali territory, including arrangements linked to Berbera, Bosaso and Kismayo.
  • All bilateral agreements with the UAE related to defense and security cooperation.

Authorities did not provide additional operational details about the suspended arrangements beyond the sectors and facilities named in the statement.

The Cabinet framed the decision as a protective step rooted in constitutional and international obligations, while reiterating Somalia’s commitment to sovereignty, political independence and national cohesion.
