Subject: Formal Complaint Against Speaker of the Federal Parliament of Somalia, Sheikh Aadan Mohamed Nur (Aadan Madoobe) – Abuse of Power, Community Persecution, and State-Sanctioned Repression

To: International Community Representatives in Somalia

CC: United Nations Secretary-General, European Union Delegation, African Union, IGAD, UNSOM, UN Security Council, and Human Rights Organizations

I write to you as a Member of the House of the People of the Federal Republic of Somalia to urgently bring to your attention an outrageous act of political persecution, illegal detention, and abuse of military power, orchestrated by none other than the Speaker of Parliament, Aadan Mohamed Nur (Aadan Madoobe). This is not a political dispute – it is a direct assault on constitutional order, the rule of law, and the basic dignity of Somali citizens.

On August 1, 2025, in the city of Baidoa, federal military forces under the command of the 60th Division The commander General Mohamed Yeriis, acting on direct orders from Speaker Adan Madoobe, unlawfully arrested one of the most respected traditional elders of the Shirmooge Community Mr. Maday Boorow. This elder’s only “offense” was courageously refusing to endorse the Speaker’s divisive political agenda and manipulation of the community’s internal leadership. The Speaker took this illegal action after he failed to convince the elders of the Hadamo community to meet with him and sign onto a reconciliation project funded by IOM, which he intended to use to buy the elders’ support for his handpicked appointee and interfere in the internal affairs of the elders.

According to multiple verified sources, Speaker Adan Madoobe personally ordered the arrest as part of a broader campaign to silence dissenting voices within his own clan – specifically members of the Shirmooge community who have publicly rejected his attempt to install handpicked traditional leaders loyal only to him. This arrest was executed without any legal warrant, judicial review, or due process. The commander of the 60th Division, General Mohamed Yeriis, is accused of blindly following this unlawful political directive, thus using the national military to suppress civilian freedom and community autonomy.

Speaker Adan Madoobe personally ordered the arrest.

When questioned by journalists and local elders about the reason for the arrest, General Mohamed Yariis, commander of the 60th Division, offered a chilling response that “I was told that if I didn’t arrest him, I would lose my position.”

This disgraceful statement exposes the raw truth about Somalia’s federal forces are being turned into a private militia for corrupt political elites. Commanders are not upholding the Constitution – they’re obeying threats from above to keep their jobs. This is not just an illegal arrest; it is a textbook case of authoritarianism, abuse of office, and the collapse of civilian-military discipline.

The Shirmooge Community is outraged and deeply wounded by this latest act of state-sponsored repression. This is not an isolated case – it reflects a systematic campaign by Adan Madoobe to dominate and fracture his own clan, weaponize federal institutions against political rivals, and punish those who dare to think independently.

Instead of using his position to unite the community or uphold the rule of law, Adan Madoobe has become the architect of division, intimidation, and illegality. His behavior is emblematic of the very political impunity that has crippled Somalia for decades. Worse still, his use of federal troops to settle personal scores poses a direct threat to peace, state legitimacy, and the principle of civilian rule over military power.

This arrest is not isolated. It is part of a wider, coordinated, and deliberate campaign to marginalize and persecute the Shirmooge community for refusing to fall in line with the Speaker’s personal ambitions. Aadan Madoobe is actively using the powers of the Speaker’s chair not to unite Somalia, but to dominate his own sub-clan by force, replace independent traditional elders with loyal puppets, and crush any internal resistance through state-sanctioned violence.

This is political terrorism under the cover of governance, and these are all Somali and International Laws violated:

UN Basic Principles on the Use of Force and Firearms by Law Enforcement Officials (1990)

Prohibits use of force or coercion without strict necessity and legal justification.

Violation: Deploying military forces to execute politically motivated arrests contravenes these standards.

UN Declaration on the Rights of Indigenous Peoples (UNDRIP)

Article 5 & 18 – Rights of communities to maintain their institutions and leadership structures

Violation: Interfering with the community’s right to self-governance and attempting to install state-sponsored “elders” violates their cultural and political rights.

These legal violations do not occur in a vacuum – they contribute directly to state failure, loss of public trust, and radicalization of marginalized communities, which can be argued as indirect breaches of UN Security Council Resolutions on Somalia (e.g., Res. 2628, 2660): Stressing the importance of inclusive governance and rule of law as essential for stabilization and anti-terror efforts, and Global Counterterrorism Strategy: Repression of communities directly fuels conditions exploited by Al-Shabaab, undermining international efforts.

When communities are repeatedly subjected to humiliation, injustice, and state-sponsored abuse by the very political leaders who are supposed to represent them, they lose faith in government institutions. They are silenced, excluded, and denied justice – while the perpetrators of abuse remain untouchable. This abandonment by the state leaves communities with no recourse but resistance.

It is precisely this type of political oppression, clan marginalization, and denial of justice that drives vulnerable and angry youth into the arms of Al-Shabaab. Every time a respected elder is humiliated, every time a community is collectively punished, Al-Shabaab grows stronger. The international community must understand – the Somali state is losing its people not because of ideology, but because of systemic injustice, abuse of power, and political repression. If these patterns continue unchallenged, the government will lose more ground – and the fight against Al-Shabaab will fail.

I hereby submit the Shirmooge Community demand that the international community – especially those engaged in governance support, peacebuilding, and human rights monitoring in Somalia – publicly and decisively condemn this action. Continued silence from your offices will be interpreted by the Somali public as complicity in the abuse and collective punishment of the Shirmooge Community.

The time for polite diplomacy is over. Adan Madoobe has crossed all red lines:

o He has violated Somali constitutional protections and customary law.

o He has politicized the military chain of command to target elders.

o He has undermined reconciliation by deepening clan fractures.

o He has repeatedly used his speaker’s chair as a weapon against his own people.

This is not simply a local dispute – it is a crisis of governance, accountability, and the moral credibility of all actors in Somalia. If international partners fail to act now, the Shirmooge community and the wider Somali public will rightly conclude that the world is willing to watch silently as communities are broken and justice is trampled.
