in Geneva discusses the forum for political dialogue

The 74 members of the Libyan Political Dialogue Forum (FDPL) launched a new round of discussions under the auspices of the United Nations on Monday 28 June in Geneva to decide on the legal basis for the general election scheduled for the end of the year in Libya. A crucial meeting which, according to the UN, should be devoted to agreeing on the texts that govern the election. Preparatory meetings of the Forum’s Advisory Committee were held in Tunis at the end of last week, but the differences remain.

Discussions in Geneva began on Monday with a new meeting of 17 members of the Council Forum for political dialogue to specify the proposals that will be put to the vote for all members. The differences are still central to the mechanism of the presidential election and whether he should elect him by the citizens, by direct universal suffrage or whether he should be appointed by the parliament that will be the result of the election.

There are other disagreements about the conditions of eligibility. some want to exclude Libyans with dual nationality or military, while others refuse.

Difficulties remain even during the next president and on the need not to hold a referendum on the texts governing the election before the vote on 24 December.

Aguila Saleh, the head of the Libyan parliament, which must ratify the agreement on these texts, warns: in the event of disagreements in Geneva, the parliament will vote on a 2014 law that allows voters to directly elect their president.
