Following the requalification of the majority in the National Assembly, a new struggle begins for the leadership of committees and parliamentary groups, some still identifying with the FCC from Joseph Kabila and others with the new majority. Consequence: one week after the opening of the parliamentary session, no plenary session was convened.

In order for the plenary session to be convened, the meeting of the Presidential Conference must be held in advance. It is she who has the power to decide on the agenda proposed for the plenary session. The chairmen of parliamentary groups and the presidents of the Standing Committee of the National Assembly sit in it.

Problem. At this stage, we do not know exactly what the new configuration of parliamentary groups is after the requalification of the majority.

Thirteen of the 16 groups say they are from the Holy Union and three from the FCC, according to Jean-Marc Kabund, the first vice president of the National Assembly, but nothing is certain at this stage. It is not clear how many parliamentary groups are controlled by the political family of former President of the Republic Joseph Kabila.

The ambiguity also continues with the future of the parliamentary group Cach formed by the UNC by Vital Kamerhe and the UDPS by Félix Tshisekedi. Its leader condemned and still detained, will the UNC remain in the same group as the UDPS? Will another group be formed? The same question arises with regard to standing committees.

To block the situation, the National Assembly’s office is currently planning to convene a meeting of the Conference of Presidents based on the Assembly’s old configuration in order to convene a plenary session this week.
