On Thursday, therefore, the Council of Ministers answered questions by announcing that the Vice-President will be appointed by the President of the Republic. In addition, he will ensure “temporary absence from the territory or temporary obstacles within the limits of the powers that the Head of State will delegate to him”. The report of the Council of Ministers further adds that “in the event of the awakening or obstruction of the Presidency of the Republic, the powers of the President of the Republic shall be provisionally exercised by the Vice-President”.
