Economic Community of African States

The meeting on Friday 4 June in Brazzaville, the Heads of State of the Central African Economic Community (ECCAS), decided to follow the African Union’s position on Chad. Presidents João Lourenço of Angola, Félix Antoine Tshisekedi of the DRC, Faustin Archange Touadéra of Central Africa and Denis Sassou-Nguesso of the Republic of the Congo have announced their willingness to support the transition in Chad.

Around the Congolese Denis Sassou Nguesso gathered his counterparts Joao Lorenço from Angola, Félix-Antoine Tshisekedi from the Democratic Republic of Congo, Faustin Archange Touadéra from the Central African Republic and Chad’s Prime Minister Albert Pahimi Padacké, our special envoy to Brazzaville reports.Kamanda wa Kamanda Muzembe.

At the end of a closed session of almost two hours, the leaders of the ECCAS member countries gave their views. The transfer that was triggered after Marshal Idris Deby Itno must be accompanied, said the statement released on Friday. A transition called for working for national reconciliation and for holding elections within eighteen months.

ECCAS must help Chad achieve a peaceful transition, said the president of the sub-regional organization. “We note the repeal of the 2018 Chadian Constitution and the establishment of a National Military Council,” the press release from the Brazzaville summit read by Brazzaville’s Secretary of State Jean-Claude Gakosso.

If they confirm their condemnation of any takeover by non-democratic means, the leaders of Central Africa have therefore insisted on the exceptional case of Chad after the president’s death on 20 April. At the end of this summit, therefore, Chad is not excluded from the ECCAS bodies, and it even benefits from the latter. ECCAS notes the measures taken by the transitional authorities to specifically safeguard the security and unity of the state.

However, the military is appealing to organize a “political transition” within 18 months and an inclusive national dialogue as soon as possible. These are the same demands formulated by the African Union on 20 May.

At the opening of this summit, the President of the African Commission, Moussa Faki Mahamat, called for support for the transition in Chad. According to him, it will succeed first and foremost with the thought, intelligence and creativity of Chadian politicians and military elites.

However, ECCAS proposes the appointment of a broad-based government headed by a civilian prime minister.

It should be noted that the Heads of State of Central Africa did not mention the security situation between Chad and the Central African Republic in their final communication. We know that the two countries have begun a diplomatic sequence following the tensions that arose from the wounded clash last Sunday between Chadian and Central African soldiers at a border post. But a meeting took place alongside this summit between the Chadian prime minister and the Central African president. However, nothing was filtered out of this meeting.
