Ghana Urged to Safeguard LGBTQI+ Rights, Human Rights Watch Stresses
Human Rights Watch Urges Ghana to Uphold Equality Amid LGBT Bill Revival
Human Rights Watch is calling upon Ghanaian leaders to uphold international legal protections that ensure equality, non-discrimination, freedom of expression, and privacy for all citizens. This urgent appeal follows the recent reintroduction of a controversial bill targeting lesbian, gay, bisexual, and transgender (LGBT) individuals in the country.

The legislation, which aims to expand criminal sanctions against same-sex conduct, was initially passed by Ghana’s parliament in February 2024. However, it lapsed after lacking the approval of then-President Nana Akufo-Addo, who had firmly stated that he would not allow the country to “backslide” on human rights. Despite this, his successor, President John Dramani Mahama, has publicly supported the legislation, raising concerns about the future of human rights in Ghana.
The reintroduced bill carries severe implications, with proposed penalties of up to three years in prison simply for identifying as LGBT. Such harsh measures not only threaten the safety and dignity of individuals but also directly contravene international human rights standards.
Advocates for human rights fear that this renewed push for anti-LGBT legislation reflects a broader trend of increasing intolerance within Ghanaian society. To date, many LGBT individuals in Ghana already face discrimination, harassment, and violence, conditions that the proposed bill could exacerbate significantly.
- International Human Rights Obligations: Ghana is a signatory to various international treaties that obligate it to uphold human rights for all individuals, regardless of their sexual orientation.
- Potential Backlash: Critics warn that the passage of such a law could lead to international condemnation and potential sanctions against the country.
- Activism and Resistance: Despite the challenges, local and international advocacy groups continue to resist the bill and push for greater acceptance and protection of LGBT rights.
The ongoing debate within Ghana concerning this bill underscores a significant cultural and political dilemma. While advocacy for LGBT rights gains momentum globally, Ghana appears to be moving in the opposite direction, prioritizing conservative values over individual freedoms. This situation calls for urgent attention not only from Ghanaian leaders but from the international community as well.
Human Rights Watch maintains that the proposed legislation is a step backward, and they urge leaders to reconsider the potential ramifications for human rights and social cohesion in Ghana. The need for a dialogue rooted in respect, understanding, and equality has never been more crucial.
As the situation continues to develop, both national and global observers await further actions from the Ghanaian government. The hope remains that Ghana will choose to respect its obligations to uphold the rights and dignity of every citizen, paving the way for a more inclusive society.
It is essential that leaders respond to this challenge not only to protect the most vulnerable but also to affirm Ghana’s commitment to fundamental human rights.
