While violence has taken place since Election Sunday, the security situation remains very tense in Conakry. A mission from the international community tries to calm the situation during a day of dialogue with the various actors.

The situation in Conakry varies greatly from one neighborhood to another. The city center is more lively than the last two days. Access to Kaloum, the administrative and business district, is still filtered, the defense and security forces checking the car trunk.

On the way to the outskirts, there were no protesters in sight, but a couple of temporary roadblocks with stones and tires. The Bambéto district is accessible again, but under close surveillance. There are traces of recent violence, including car wrecks, burned shops.

Strong military equipment

A little further in the upper suburbs of Conakry, in neighborhoods known to be favorable to the opposition, several witnesses have reported shootings since 6 p.m. 6 in the morning. In Kosa, for example, residents of their homes claim to see police, gendarmes and red berets pass by. The shops are closed. There is a strong military system with several army corps, which was requisitioned to ensure the maintenance of order.

FNDC, which had called for mobilization from today, explains that the protesters do not have the opportunity to leave. FNDC, which says it refused to meet with the tripartite delegation that is on site in Conakry.

It is in this context that ECOWAS ‘mission, the African Union and the UN are due to meet with all parties on Monday when she arrived at noon on Sunday. It includes in particular Jean-Claude Kassi Brou, President of the Commission of the Economic Societies of the West African States (ECOWAS) and Mohamed Ibn Chambas of the United Nations.

Meetings with all the actors

There will be meetings with officials from the Independent National Electoral Commission, the Prime Minister, G5 ECOWAS ambassadors as well as African ambassadors. Then also on the program, scheduled meetings with the two main actors in standoff, Alpha Condé and Cellou Dalein Diallo.

The problem is that the leader of the Union of Democratic Forces in Guinea (UFDG) explains that he is ready to receive this delegation in his office, therefore in the main party of his party, which has been closed since Wednesday 21 October, and not at home where he is under the surveillance of the security forces. It is not possible to enter or leave his residence.

It is therefore difficult to know whether the delegation will actually be able to meet him face to face with this condition. Cellou Dalein Diallo, who explained on the phone a few moments ago that he “did not trust ECOWAS”. He believes that “she has always played Alpha Condé”.

The delegation should take stock of its mission at the end of the day in front of the press.
