KUWAIT – Kuwait’s ruling Emir Sheikh Sabah al-Ahmad al-Sabah has died, his office said on Tuesday, plunging his country into mourning for a leader seen by many Gulf Arabs as a savvy diplomatic operator and a humanitarian champion.
