If the French report had been entrusted to historians, the Rwandan investigation was carried out by a US law firm.

The Washington-based company Levy Firestone Muse conducted this investigation, commissioned in 2017 by the Rwandan government, two years earlier. the launch of the Duclert Commission by President Emmanuel Macron. A commission that recently concluded that France had heavy and overwhelming responsibility in the genocide of the Tutsis, while ruling out the idea of ​​complicity in the genocide.

The Rwandan report complements the French report. He does not contradict him, recently assured RFI Vincent Biruta, Rwanda’s Foreign Minister. He already excludes the idea of ​​France’s active participation in the genocide and therefore of its possible involvement in the legal sense.

At the end of 2017, Levy Firestone Muse published a preliminary report. The lawyers emphasized that France was aware of the massacres carried out against the Tutsis in the 1990s and that it nevertheless continued to support the Rwandan authorities. They also accused the French authorities of obstructing justice in genocide prosecutions after 1994. If this first document was mainly based on public information, the report published on Monday also compiles diplomatic exchanges and hundreds of testimonies.
