The Democratic Republic of Congo has not had a digital database of its officials since independence in 1960. To remedy this, public administrations have for several weeks been asked to declare their workers to the Ministry of Public Services. In addition, the state primarily wants to sort out fictitious employees or cumulators who seal the accounts.

“At the end of each certification, we will draw up a report signed by the administration and us,” explains the site manager, Jean-Baptiste Ndefu. It is obvious that we arrive at a certain moment with a file where we can not have duplicates, where we can not have cumulators or counterfeiters who work with loan numbers. They clearly need to be dismissed. The goal that is sought with control of the labor force is only to stop also controlling wages. ”

In the meantime, this mass consists on the basis of the declarations from the administrations directly to the budget, which is why fraud is regularly condemned.

Every month, about one million people are on government wages. At the end of 2020, a preliminary investigation by the Public Prosecutor’s Office revealed that more than 130,000 fictitious agents and about 43,000 duplicates improperly take advantage of a state salary. But the investigation has so far shown no results.
