Justice and Law Enforcement is looking for Kalev Mutond, the former head of the National Intelligence Agency (ANR), who has been hit by a dozen complaints from former detainees. Kalev Mutond was not home on Thursday, March 11, when police looted his home in Ngaliema municipality. The former strongman during the presidency of Joseph Kabila had not respected the first two summons sent to him by the Attorney General of the Kinshasa-Gombe Court of Appeal.

The search warrant was issued by the Kinshasa – Gombe Prosecution Service in the early afternoon. The latter took the case in hand after Kalev Mutond challenged Judge Robert Kumbu, who investigated the case.

The ex-super policeman under U.S. sanctions suspected this judge of wanting to decide scores based on personal enmity and accused him of ruthlessness. It is the same judge who issued the arrest warrant accompanied by another search warrant on Wednesday.

According to Kalev Mutond, who was reached by telephone, a dozen police officers looted his house around 1 p.m. Private office, vehicles and other rooms in the house were searched in the presence of his daughter, it reports that the prosecution now considers a refugee.

We do not know where Kalev Mutond would have anchored himself, even under US sanctions since December 2016. His relatives assure him that he is still in the capital, but does not want to fall victim to a “conspiracy”.

The former intelligence chief has been estimating for several days that the procedures regarding him are not being followed. He ensures that his successor at the head of the ANR responded with a negative statement to the prosecutor’s request to initiate legal proceedings against him on the basis of facts committed during the exercise of his functions.

The charges in the charges against him are heavy: the former head of the National Intelligence Agency is suspected of arbitrary arrests, physical and moral torture, inhuman and degrading treatment and attempted murder.
