It has been just over a week since the siege was declared in the Congolese provinces of Ituri and northern Kivu, in the eastern part of the country. Its aim is to accelerate the fight against armed groups. The military governors appointed by Félix Tshisekedi have arrived, but several questions arise about the implementation of measures related to the siege.

The governors and deputy governors, the military and the police, have come to their province, but the five-person chamber to help them has not yet been installed. In decentralized units, the civil administration is still in place.

Practical methods for cooperation to be defined

The territories will continue to operate under the principle of state continuity and pending the appointment of military and police administrators. They will work under the direction of the military governors. Here, too, the practical methods of cooperation in the field must be defined. At a purely military level, new commanders were appointed last weekend, but they have not yet been deployed.

On the justice side, changes are also expected. From now on, the North Kivu Operational Military Court includes the right to appeal. This was not the case before the siege and it was a promise from President Tshisekedi.

The second question that arises is the role of Monusco. Bintou Keita, head of the UN mission, met with the governor of North Kivu on Wednesday, May 12, to discuss it. On the government side, it is said that there was no specific request, apart from the classic cooperation within the framework of Resolution 25-56.
