The National Human Rights Commission released a report on this on Friday, April 2. The Chadian authorities have reacted: they acknowledge the facts and promise sanctions. However, they urge not to generalize so as not to damage the image of the Chadian army.
The facts took place in March in the Tillabéri region of western Niger, in the Tera branch. CNDH says it has enough evidence after meeting with administrative and judicial authorities, witnesses and alleged victims. Chadian soldiers are accused by several young women. CNDH is also based on the results of medical expertise. Hamidou Talibi Moussa, Chief Rapporteur and Spokesman for CNDH, talks about this case on RFI’s microphone:
The joint force G5 Sahel says it has sent a mission to the city of Tera and set up a commission of inquiry to shed light on these abuses and prevent them from happening again. All inquiries will be conducted so that those responsible for their actions, the statement insisting on the common strength, want to apply a policy of zero tolerance in matters of acts that violate human rights, including sexual violence.
The soldiers involved were immediately withdrawn from staff and sent back to their country of origin, the text adds, which also states that the 11-year-old rape girl was immediately arrested.
Chadian army promises firmness and sanctions
The Chadian army responded with the voice of its army spokesman, General Azem Bermandoa. He indicates that the military hierarchy “has taken precautionary measures to temporarily lift the assumed sins and immediately initiate an investigation to locate the various areas of responsibility. The staff completely distances themselves from this outrageous behavior and presents their sympathy to the victims and their respective families. The staff assures that energetic sanctions will be taken when the identity and guilt of the committed sins will be established at the end of the investigation. “
The Foreign Ministry demands that it not draw hasty conclusions about the Russian army in Chad.
According to public opinion, many believe that the Chadian soldiers, despite their military qualities, are not always in line with discipline.
