Zelensky Claims Russia is Engaging in ‘Yet Another Deception’ by Stalling Peace Accord Negotiations

Ukrainian President Volodymyr Zelensky has highlighted what he describes as “yet another deception” from Russia, pointing out that the Kremlin has not delivered its proposed peace settlement prior to a potentially pivotal meeting between Moscow and Kyiv.

“Even the so-called ‘memorandum’ they promised, which was seemingly prepared for over a week, has not been seen by anyone,” President Zelensky stated in his recent video address. “Ukraine has not received it. Our partners have not received it. Even Turkey, the host of the initial discussions, has not been provided with the updated agenda.” He added, “Despite previous assurances, especially to the United States and President Trump, we see once again a pattern of Russian deception.”

Zelensky has proposed a second round of direct talks to take place on Monday in the Turkish city of Istanbul. Turkish President Tayyip Erdogan, who has maintained amicable relations with both nations, expressed optimism regarding Russia’s invitation for further dialogue, stating that “the road to a resolution goes through more dialogue, more diplomacy. We are doing everything within our diplomatic power to seek peace.”

In Washington, the White House echoed President Trump’s encouragement for both parties to reach an agreement, expressing hope that the proposed Istanbul meeting would proceed as planned.

Meanwhile, Kremlin spokesman Dmitry Peskov has indicated that Moscow is yet to receive any response from Kyiv regarding attendance at the forthcoming negotiations. President Zelensky remarked that Russia is “doing everything to make the meetings hollow,” urging Ukraine’s allies to apply increased pressure on Moscow.

In a statement, Ukrainian Foreign Ministry spokesperson Heorhii Tykhyi suggested that without access to Russia’s memorandum, Kyiv would likely interpret it as laden with unrealistic ultimatums, implying that Russia may be stalling the peace initiative.

When asked about Ukrainian Foreign Minister Andrii Sybiha’s call for Russia to immediately share the memorandum, Peskov dismissed the request as “non-constructive.” He noted, “Here, one must either affirm readiness to continue negotiations or do the contrary.”

Russian Foreign Ministry spokesperson Maria Zakharova, as reported by TASS, stated that the composition of Russia’s delegation for the next meeting would remain unchanged from the first round, which included presidential advisers, top diplomats, and senior military and intelligence officials.

Notably, President Zelensky had previously suggested that Russian President Vladimir Putin attend the initial Istanbul session. However, Putin’s absence led to Zelensky’s decision to withdraw, delegating representatives to speak on behalf of Ukraine.
