He preferred to pay the supplier invoices for the corporate groups close to his patron Joseph Kabila and the former Prime Minister Matata Ponyo. ”

A prioritization of expenditure

Fees rejected by José Sele Yalaghuli, who explains that restrictive spending such as wages is a priority. But the order of priority, he said, is that the military today are the first to receive their salaries, followed by police, teachers and doctors.

He also points out several limitations. For example, he notes that the salary envelope, which was 300 billion Congolese francs last year, has increased to 420 billion while the number of civil servants has increased from 1.2 million agents to more than 1.4 million agents this year.

Meanwhile, Marcellin Bilomba promises other revelations that show, according to him, that Sele Yalaghuli and the FCC do not want Felix Tshisekedi to succeed in his five-year term.
