One hundred orders had been issued by the Ministry of Public Services between 2018 and 2019. They would enable the integration of almost 800,000 civil servants who had never been registered and paid, the so-called new units. But so far, only one-tenth of these appointments have been declared compatible and certified by the management of the digital database, which seeks to create a reference file for public administration.

According to the head ofthe database, many mentioned in these regulations never joined their mandate. According to an adviser to the current Prime Minister, Michel Bongongo, it was not just about integrating the new units but also all those who had been promised at the time of the Suncity 2002 peace agreements to integrate the public administration.

This adviser denies any wrongdoing on the part of the minister that would not have taken a hundred, but only about sixty orders. He condemned the “mafia” at the level of the Secretary-General of the Ministers who drew up the lists and who did not hesitate to add the names of family members and supporters of political parties. According to this adviser, Michel Bongongo himself oversaw the control activities in Kinshasa with the establishment of an ad hoc commission to prevent the recruitment of these fictitious agents.

Difficult control in the provinces

In the provinces, still according to this relative, it was almost impossible to carry out the same type of control, for lack of funds. Several experts in this sector still believe that these orders are all the more controversial because they were mostly taken just before the 2018 election, which created an opportunity for the coalition at the time in power to secure hundreds of thousands of votes, based on the promise that one day paid by the state.

The inter-union between the public service also condemns fraud in drawing up lists of agents on these orders. However, she insists that these regulations be made public in order to enable the real agents to be informed of their regulation. The Interunion also insists on the need to verify the reality of these 800,000 agents with a physical check.
