Somalia’s President urges unified international support for state-building agenda

DOHA — Somali PresidentHassan Sheikh Mohamudon Sunday presided over a high-level session on the sidelines of the Doha Forum, using the global platform to press for tighter coordination of international support behind Somalia’s state-building agenda.

In a detailed briefing, Mohamud outlined the government’s push to stabilize the country and reform public institutions while waging a multi-front campaign against international terrorist groups. He said Somalia is countering the threat militarily, economically and ideologically, framing the effort as essential to securing communities, restoring confidence in state authority and unlocking sustained economic recovery.

The president emphasized political reform as the backbone of that vision, pointing to steps toward implementing direct elections and reiterating that finalizing the provisional constitution remains a core priority. He described the constitutional process as the foundation for modern governance and the rule of law, and as a necessary precondition for lasting stability and investor confidence.

Central to his message was a call for donors and multilateral partners to align their efforts with Somalia’s National Transformation Plan. Mohamud urged that external support be unified and coordinated, warning that fragmented assistance risks diluting impact and slowing reform. He pressed for a single, country-led framework to steer development, security assistance and institution-building so that resources reach priority sectors and reinforce reforms already underway.

The session, convened alongside the Doha Forum’s broader debates on political and security challenges, was structured around consolidating Somalia’s state-building efforts and harmonizing the international response. Mohamud framed Somalia’s recovery as entering a pivotal phase, with the government seeking to convert recent security gains and institutional reforms into durable governance capable of delivering services equitably across the country.

He also signaled that Somalia’s approach to security and development is intentionally linked: stabilizing areas affected by violence, extending legitimate authority through reformed institutions, and driving livelihoods through economic measures designed to undercut extremist influence. The president said that aligning external support to these objectives—rather than financing unconnected projects—would accelerate progress.

The appeal reflects longstanding concerns in Mogadishu about duplication and competing priorities among aid programs. By anchoring assistance in the National Transformation Plan, officials aim to channel funding toward nationally agreed benchmarks, improve accountability and reduce gaps between security operations, political milestones and service delivery.

Mohamud thanked international partners for their continued engagement and reiterated that Somalia’s government and people remain committed to building a resilient state grounded in security, legality and economic progress. He cast the coming period as an opportunity to lock in advances through predictable support and coordinated implementation.

Hosted annually, the Doha Forum brings together heads of state, policymakers and experts to address global governance and security. Somalia’s presence at the gathering serves to consolidate diplomatic backing as the country pushes to complete its constitution, expand political participation and entrench reform across the public sector.

For Somalia, the president’s message in Doha was straightforward: the path to a stable, rules-based state runs through coherent support that strengthens national institutions, advances direct elections and sustains pressure on extremist networks. With a unified framework and consistent execution, he said, Somalia can convert momentum into measurable gains for citizens.
