President William Ruto has nominated Kosiom Frank Ole Kibelekenya to serve as Kenya’s ambassador to the Kingdom of Denmark and named senior diplomats to postings in Somalia, Russia and Tanzania in a shake-up of the Foreign Service aimed at strengthening the country’s representation abroad.

The changes, communicated through Presidential Notification of Action No. IV of 2026 and announced Friday, will go before the National Assembly where Ole Kibelekenya’s nomination requires vetting and approval before he can assume the ambassadorial role in Copenhagen.
According to the Office of the President, the moves are designed to deepen bilateral and multilateral ties, while advancing Kenya’s priorities in trade, investment, security cooperation and cultural diplomacy. Kenya’s diplomatic footprint now spans 72 countries and territories.
Head of Public Service Felix Koskei said the shifts cover both newly established missions sanctioned by Cabinet and vacancies created by the end of tenures for serving diplomats. “These changes comprise nominations for appointments to newly established missions as sanctioned by Cabinet, and the filling of vacancies arising from the end of tenure of serving diplomats,” Koskei said.
Key appointments announced include:
- Kosiom Frank Ole Kibelekenya — nominated Ambassador to the Kingdom of Denmark.
- Elias Bare Shill — named Deputy Ambassador to Somalia.
- Ambassador Dr. Joseph Warui — redeployed to Russia.
- Ambassador Mohammed Hussein Nur — named Deputy Ambassador to Tanzania.
The Foreign Service adjustments come as Nairobi seeks to consolidate gains from recent high-level engagements with partners in Europe, the Horn of Africa and across the continent. Denmark is a long-standing development and investment partner for Kenya, with cooperation across renewable energy, healthcare, green finance and maritime sectors. The nomination signals a bid to expand economic diplomacy in Northern Europe, including export market access and climate-linked financing.
In the Horn of Africa, Kenya’s deputy ambassador appointment to Mogadishu underscores continued engagement with Somalia on security, counterterrorism and cross-border trade. The redeployment to Russia points to Nairobi’s effort to balance relationships across major powers and emerging markets, particularly in energy, fertilizers, education and technology exchanges. The deputy appointment to Tanzania aims to sustain the momentum of East African Community integration, focusing on trade facilitation, infrastructure links and labor mobility.
State House said the reassignments are part of a broader push to ensure missions have the capacity and leadership to advance Kenya’s priorities in a competitive global environment. The administration has emphasized commercial diplomacy, diaspora services and streamlined consular support as pillars of its external relations agenda.
Once Parliament completes its consideration of the Denmark nomination, the Ministry of Foreign and Diaspora Affairs is expected to finalize postings and begin transitions at the affected missions. No timeline was immediately provided for the National Assembly’s vetting process.
