Iran Readies Alternative Nuclear Proposal Amid Rising Tensions

President Donald Trump commented that the upcoming US-Iran discussions might clarify the feasibility of a nuclear agreement, potentially circumventing military engagement, as Iran prepares to present its counter-proposal.

During a telephone conversation with Israeli Prime Minister Benjamin Netanyahu, Mr. Trump conveyed what his administration deemed a “reasonable offer” to Iran, according to Netanyahu’s office.

Mr. Netanyahu has issued threats to strike Iranian nuclear sites, viewing Iran’s clerical regime as a fundamental threat to Israel’s existence. Nonetheless, President Trump has asserted that he has successfully dissuaded him from taking immediate action.

“We’re working towards a deal that ensures there’s no destruction and loss of life,” Mr. Trump stated after what he characterized as a constructive discussion with Mr. Netanyahu.

The latest round of negotiations with Iran is anticipated for Thursday; however, sources indicate it may more likely unfold on Friday or Saturday.

A significant point of contention remains Iran’s insistence on maintaining the right to enrich uranium at low levels for civilian applications. This stipulation stems from the 2015 accord negotiated by former President Barack Obama, which Mr. Trump rescinded during his first term. “They seek enrichment. They can’t have enrichment,” he reiterated.

“As it stands, they’re not there yet. While I hate to admit it, the alternate scenario is dire,” he added. “They’ve shared their thoughts on the deal, but I told them frankly, it’s simply not acceptable.”

‘Reasonable, logical, and balanced’

The last dialogue between Iran and the United States occurred on May 31, after which Iran noted it had received “elements” of a proposal from the US. Iranian Foreign Minister Abbas Araghchi later described the text as containing some “ambiguities.”

Esmaeil Baqaei, a spokesperson for Iran’s foreign ministry, critiqued the US proposal as lacking sufficient elements from previous negotiation rounds facilitated by Oman, although he did not elaborate further.

“Once finalized, we will promptly submit our own proposed plan through Oman,” Mr. Baqaei stated during a press briefing. “This proposal is reasonable, logical, and balanced. We earnestly urge the American side to seize this opportunity,” he added.

Deputy Foreign Minister Majid Takht-Ravanchi indicated to the state-run news agency IRNA that Iran’s response serves as a preliminary framework for potential agreement. “If we find common ground on this framework, detailed negotiations will follow,” he explained.

Additionally, Iran’s parliamentary speaker has remarked that the US proposal does not adequately address the issue of lifting sanctions—a critical demand for Iran, which has long been grappling with their adverse effects.

In a direct response to the heightened tensions following the October 7 attacks by Hamas and Israel’s subsequent actions, Israel has actively targeted Iranian military capabilities.

While Iran has claimed to possess intelligence on Israeli nuclear sites, it has also warned of potential counterstrikes if attacked by Israel.

IAEA Concerns

As it stands, Iran continues to enrich uranium to 60%, significantly surpassing the 3.67% limit established by the 2015 agreement and nearing the threshold required for a nuclear warhead. Western nations, including the United States, remain skeptical of Iran’s intentions, alleging a pursuit of atomic weapons, while Iran maintains that its nuclear ambitions are purely peaceful.

At the ongoing Board of Governors meeting of the United Nations nuclear watchdog in Vienna, lasting until Friday, discussions about Iran’s nuclear activities will take center stage. “I urge Iran to cooperate fully and effectively with the International Atomic Energy Agency,” stated IAEA chief Rafael Grossi in his opening remarks.

“Unless Iran assists the agency in resolving pending safeguards issues, we will be unable to confirm that Iran’s nuclear program is exclusively peaceful,” he cautioned. Furthermore, Iran has warned European nations of potential retaliatory measures against the IAEA should they support a draft resolution accusing Iran of non-compliance.
